As Chinese social, economical and political strategic depth, with its own conditions by the impact of external environment, modern information service industry of central region has a late beginning, only at the beginning stage of overall strength, leading to the unbalance development among East, West and central region, restricting the development of modern information service industry. So this research has evaluated on the performance of modern information service industry in central region, in order to make sure advantages and disadvantages of modern information service industry in central provinces, provide recommendations and measures for Jiangxi, at last provide references for the central provinces to make the feasibility development strategy of modern information service industry.The content of the study is as follows:(1) making sure the concept of modern information service industry; (2) using comprehensive evaluation method (AHP), by decomposition, comparative judgments of thinking method, the study has divided the evaluation object and evaluation goals rule into 6 layers and 27 indicators constructed performance evaluation index system of modem information service industry in central regions with a total target, rule, and index layer, then using Cronbach a value for reliability analysis, it shows the index system is reasonable、effective and practical, provides a reasonable premise for modern information service industry in central regions; (3) based on the advantages of comprehensive integrated assessment, the paper uses the analytic hierarchy (AHP) with systematic, practical, simple character to establish performance evaluation index system of modern information service industry, then use factor analysis to determine the objective weight and dimensionality factor method, to avoid the quantitative analysis impacting by subjective factors, provides a reliable method for modem information service industry in central region; (4) using a two-stage factor analysis analyze the data layer to avoid the error caused by a factor analysis, and the conclusions are that performance level of modern information service industry in central regions lag far behind the eastern regions, still in the initial stage, but from the view of the indicator elements, the development of modern information service industry has different comparative advantages, which provides a quantitative basis to develop a viable strategy for the development of modern information service industry in the central region provinces; (5) establishing the dynamic mechanism of modern information service industry, analysis the internal mechanism of its development, building personnel, policy, capital, technology’s growth limit schema, and do its operation to get the growth limit schema of modern information service industry’s motive power model, then taking Jiangxi province as an example concludes personnel security, government regulation, financial support, technical support with modern information service industry and management measures, provide a theoretical basis for making a viable strategy for the modern information service industry in central provinces.
