Abstract


Housing problem has always been a tuff question in the process ofurbanization in our country, and it’s the basic problem of the housing systemreform which belongs to the question of people’s livelihood. Housing accumulationfund is what the worker pay for the long-term housing savings whose managementis entrusted by the housing accumulation fund management center. It is operatedand circulated independently and has made important contributions in solving theproblem of the urban residents’ housing problems. However, with the increasingscale, the use of housing accumulation fund loan was insufficient, and the fundappears to be in a condition of precipitation. Therefore, the scientific andreasonable analysis of the housing accumulation fund management center loanperformance is of vital importance.This paper introduces the basic principles and method of performanceevaluation, and analyzes capture, use, income, risk of the housing accumulationfund. The paper has determined the housing accumulation fund loan performanceevaluation target based on the housing accumulation fund management center, hasdesigned a set of loan performance evaluation index system follow the principle ofperformance evaluation combining with the actual situation of housingaccumulation fund, and had constructed the comprehensive performance evaluationmodel of loans in the use of the factor analysis method. Fina lly, the empiricalanalysis of the performance evaluation model of loans has been done.The main conclusions: the common factors of loan performance evaluationmainly composed by loan efficiency, income, risk, growth, and among them, theloan efficiency factor has the largest weight, therefore plays a leading role; income,risk and growth factor have influence on the comprehensive evaluation score of theloan performance; loan business is the core part of the housing accumulation fundmanagement center, it’s related to the housing accumulation fund use efficiency,which affect the business income. At the same time, the paper has given anexplanation of the difference of the loan performance evaluation results: theeconomic development level and housing price difference, bad performance of thehousing accumulation fund management center, loans overdue risk and narrow useetc. This paper has put forward countermeasures to improve the loan performance from the housing accumulation fund management mode, use of lo an, loan riskmanagement based on the empirical analysis.
