Abstract


Whether to establish state-owned assets management system successfully relates to the long-term development of state-owned enterprises, relates to whether the state-owned economy structure, layout is reasonable or not, but also is a crucial factor to improve the state-owned economic benefit. If the reform of state-owned assets management system can’t keep up with the economic development of situation, there will be a series of negative effects. Studying management system of state-owned assets, establishing the scientific management model, is of great significance.This paper summarizes research achievements by the domestic and foreign scholars for years about the state-owned assets management mode, based on a thorough investigation of state-owned enterprise in shandong province, according to the state-owned assets management present situation of shandong province, designes the state-owned assets management mode that suited to actual situation, formes the obvious application characteristics of state-owned assets management system theory and practice research in shandong province, to provide more accurate reference for the management policy, research and application of the state-owned assets of shandong province. Its main content includes:(1) to analyze the formation and development of China’s state-owned assets management system, to explain the particularity of state-owned assets in specific historical conditions; (2) to investigate and analyze the state-owned assets management situation in shandong province, conclude influence factors for lower operational efficiency; (3) to establish a CRRC state-owned assets management pattern, and taking Yanzhou Mining Group as an example, the paper introduces the application background, conditions, implementation and benefit evaluation of this mode, conformed that this pattern is suited to the state-owned assets situation of shandong province and it’s used to improve the operational efficiency of state-owned enterprises, so it is feasible. The innovation points are:firstly, state-owned enterprises in Shandong province are analyzed through investigation and theoretical analysis to find problems and reasons of sate-owned assets management; Secondly, CRRC mode is proposed to improve the benefit.
