Abstract


On Jan 7th,2009, The MIIT (Ministry of Industry and Information Technology) of the People’s Republic of China granted 3G (3rd Generation) licenses to China Mobile, China Telecom and China Unicom, which started the new age of 3G in China. China Unicom had been authorized to operate 3G network based on the WCDMA technology, which provided the disadvantaged China Unicom more opportunities to catch up China Telecom and China Mobile, and which would be probably a better chance, but also a greater challenge for China Unicom. In order to quickly make up for the disadvantages, and to occupy more market, China Unicom would realize the commercial trial of 3G service on May 17 and supply official business on Sep 28 in Beijing, which required Beijing Unicom to finish the 3G network construction within just a few months and ensure the communication quality. The project would have a short construction period and be temporal effectiveness, so many uncertainties and uncontrollable factors during the entire construction process would result in more risks and difficulties of risk control. In 2009, Beijing Unicom has made great achievement in the 3G network construction and carried out 3G business successfully. Currently, construction of 3G network is still processing, thus it is necessary to teach the knowledge and methods of risk management to collegues of the relevant departments of Beijing Unicom, so as to improve the ability of risk management and Cross-Department Coordination based on the enhancement of the risk management consciousness, and finally to promote risk management and innovation management ability of Beijing Unicom based on all three levels of concepts, methods and knowledge. Based on Beijing Unicom’s project of the 3G network construction and its characteristic, this paper investigated advanced risk management methods and proposed solutions of the 3G network construction risk management, so as to effectively eliminate and avoid damage and lost risk during the construction, and further to improve project quality and ensure construction progress and security.
