Abstract


Jing-jin-ji is one of the most engines of our country’s economic growth. S&Tinnovation capability is the most important driving force for a regional economicgrowth and society development. Scientific and objective evaluation of a regionS&T innovation capability can help the governments take reasonable technologicalinnovation strategies. The paper chooses economic regions as study unit. These canhelp the regions create integrated S&T innovation environment from medium level.These also can help the region optimize the S&T resources. Through proper S&Tstrategies can help economic region improve their S&T innovation capability andrealize economic and social benefits.The main contents of the paper can be separated into three parts. Part oneincludes the second and the third chapter. This part is a summary of home andabroad innovation theories. It includes what regional S&T innovation capability is,innovation system, impact factors and evaluation of innovation capability. Part twoinclude chapter fourth. Follow the principle of evaluation and combine with theactual of economic region’s situation, the paper built the evaluation system of S&Tinnovation. It include regional innovation out put (knowledge output, economicoutput), regional innovation environment (innovation foundation, the marketenvironment, the humanities environment), the innovation resources input (humanresources and fund investment), production combined with education andresearching. Under the help of expert’s advices, adopt AHP method to sure eachindex’s weight. The third part is the fifth and sixth chapter. It adopted quantizationweights ways evaluated the innovation capability of Jing-jin-ji and compared withothers economic areas. The paper gives out some suggestions to improve S&Tinnovation capability.The paper gets the following conclusions: Jing-jin-ji economic region are richin S&T innovation resources. The region’s foundations of S&T are pretty good.Their S&T innovation capabilities are on the top of china, but Hebei area’stechnological innovation ability has big gap with Beijing and Tianjin. The combination is weak between industries and scientific research institutions in theregion. The main shortcomings of Hebei are less high-tech talents. Because of this, itis not good at digesting and making using of the most advanced technology. Toimprove S&T innovation capability of Jing-jin-ji region, we need to create a goodinteraction among the main innovation organizations. Only adopt these ways we canmake full use of the innovation resources and improve the S&T innovationcapability. In the end, through these strategies realize the prosperity of Jing-jin-ji.
