Abstract


The mechanism of the military health service dealing with sudden public health events is the system’s general term for the precaution and management of public health events, includes the system of institution, criteria, measures, methods and technology. It’s our understanding of public health events, the pattern of military health emergency, and the defence mechanism for military public health events. To enhance our ability for surveillance, prediction, early-warning, direction and reaction of military health service, optimize our dealing with sudden public health event, and safeguard the health security of soldiers, we must build a multifunction, sensitive and effective emergency dealing mechanism which is suited to our military system.Nevertheless, we are faced with the severe situation on the public health event. On one hand , the threats comes from public health events is intensifying:①the local threaten from public health event is severe;②the prophylaxis and control for military infection is still onerous;③the deterrent from nuclear, chemical and biological still exists. On the other hand, the emergency dealing mechanism leaves much to be desired:①the efficacy of emergency preparative system is poor;②t he mechanism for prediction and early-warning is imperfect;③t he communication mechanism is lacking;④t he psychological intervention is absent;⑤the treatment of emergency is not perfect;⑥t he supervision and evaluation is lacking.Accordingly, we try to study the mechanism of the military health service dealing with sudden public health events, using the research method of literature, fieldwork, systems analysis etc. The paper starts by describing the definition of sudden public event, sudden public health event and the mechanism of the military health service dealing with sudden public health event; the demand for and influence on the military health service from the sudden public health events. Secondly, we try to build the elements’ system of emergency dealing capability, evaluate the emergency dealing capability. Finally, we analyze the matters and problems with the military health service for sudden public health events. According to the above analyses, we propose corresponding countermeasures and offer advice about that.
