Abstract


Game exists in all aspects of social action. Actors as the rational people in the game, their objective are the benefits that form the basic of game. This article takes an empirical research of M Town for example, using the theory of reasoned action, to make a research on the benefits game between the rural private enterprise and the local government. The purpose is to anatomize the development of the rural private enterprises in M Town and clarify the development skeleton, which can reveal the predicament and obstacles in the developing process of private economy of M Town. Then it explores further the reasons of restricting the development of rural private economy in order to offer some theory support and suggestions of ways for developing the rural private enterprises.The writer, in the research, gets the answers to what the local government should do to the rural private enterprises and what they can obtain by the specific game cases. And with the environmental improvement cases to analyze in depth the following things:When the rural private enterprises get contradiction with government, what is the two sides’modes, processes and results and that they discuss the possible corporation of them. Also he analyzes the rural private enterprises and the local government how to play games around their own resources for their maximum benefits.The research gets three conclusions:First, The rural private enterprises get contradiction with government, especially in the environmental improvement cases. Second. During the development of the enterprises, government, according to its own interests need, it helps the high efficiency and strong enterprises more and more powerfully. Third, in the complicated game between rural private enterprises and local government, the enterprises are in the weak position generally.Moreover, there are another three problems in the research:First, local governments administer the private enterprises too much. Second, government just helps the stronger private enterprises. Third, the manufacturing technology of private enterprises is backward so that the township is heavily polluted. According to the above problems, the writer brings up his own ideas and suggestions:There is a limit at which government should administrate the enterprises, so they can operate by the marketing regulation. The enterprises must enhance their own ability of game. Also some related policies and statutes need be published by government, which can tell clearly the requirement and indicator from the help of government. With the policy guidelines and the planned arrangements, the local government should encourage the enterprises to prioritize the agricultural products processing park, Sci-Tech park and ecological park, and give policy support to this kind of enterprises. Furthermore, strengthen the efforts of punishing to those polluting industries and take the road of sustainable development.
