With international society’s coming, a series of high-tech include information technique and organism technique which develop increasingly, techniques already have become a kind of determinate element. so the question of technical development become world’s widespread attention question. Technique influence and restrict society each other, their mutual choice is interactive. In this condition, technical development bring a great deal of benefits to human life, raise human life level, improve economic situation. Not only that, technique begin to determine society’s vicissitudes, intervene economy、politics、culture、ethics and other fields’progress, even affect their lifeline. In the process, technique show self-determine、self-development feature, technology became the autonomic technical system.About the research of theory of the autonomous technology, French technical philosopher, Jacques Ellul, his philosophy thinking is the most representative. J Ellul thought that technology is the primary; anybody can not dominate and control technology which is autonomy. Technology autonomy thought is reflected in the J Ellul’s technologic system. In technical system concept, Ellul show relationship between technical autonomy and technical political nature, namely, relationship between democratic technology and centralized technology. I analyze logical relation about the autonomous technology and determined technology, research Ellul’s technical philosophical thought from global point of view, to refine Ellul’s politics meaning of technical philosophy.
