Abstract


With the development of economy and the improvement of living standard, more and more cars come into the Chinese ordinary families and become an important means of travel for people’s daily journey. It has not only improved the efficiency of people’s travel, but also increased convenience and comfort of traveling.Meanwhile,it brings more and more traffic congestion and parking problems inevitably. Solving traffic congestion and parking problem has already become an urgent task of the urban traffic planning and traffic management.The parking pricing policy proved to be an effective mean of parking policies among many parking demand management strategies. In order to provide a reasonable basis for making the parking pricing policy, this study completed the stated preference of private car driver’s non-commuting travel through selecting representative parking lots to do the questionnaire in Kunming.We construct the Logit model of private car driver’s non-commuting travel behavior by analyzing the data. And found that it had a certain practical significance for Kunming.Also we did the parking fee sensitivity analysis of the model,and obtained some useful conclusions for making the parking policy as follows:First, the portion of private car travelers’non-commuting driving cars to travel will decline when decreasing the parking fee. At the same time, the travelers who turn to public transportation and taxi will be increasing.Second, after the parking fee changes, the parking fee payer, annual household income, driving experience, occupation, place of residence, the sensitivity of parking setbacks, the time of finding parking lots, convenience of public transport, family car ownership and other factors also affect the private car travelers’non-commuting travel behavior.Third, we found that in the central and non- central area, private car travelers’ non-commuting travel has a different sensitivity on parking fee rates. It’s more sensitive in the central area than non-central area.Fourth, after parking fee rate increased, there is a small number of travelers will choose to cancel or change to other locations to complete travel demand. So the business around parking facilities would get the influence of certain level.The conclusion of this study has certain reference value for making parking policy of Kunming.
