Land resources is the material foundation for human survival and development. All the material needs of human beings, either directly or indirectly from land resources. State-owned land resources is the performance of a country’s sovereignty and related to the survival of a nation. It also is one of the main sources of income and main contents of state management.Since the founding of the PRC, especially since the reform and opening up, China’s state-owned land resources management system was changed and reformed for many times, from the planned economy period of divided decentralized management, the reform and opening up of the relatively centralized management, to deepen the reform period of the centralized and unified management. But there is still deep-seated contradictions and conflicts in state-owned land resources management and utilizationis,as follows:between portection of farmland and construction land, central and local government,public managers and owners of state land resources.The result is reduction of cultivated land and decline in owerall quality of land reources.In order to properly resolve the above-mentioned state-owned land resources manageemnt issues,promote environmental,economic and social harmonious development, we need further deepen the reform and establish suitable state-owned land resources management system to achieve effective management of state-owned land resources.In this paper, use literature review, comparative analysis, empirical research and inductive methods, integrate Finance,Management, Land Economics, Resource Economics and other disciplines of knowledge,base on Rent Theory, Property Theory, Externality Theory and Sustainable Development Theory, combine the reform experience in our country and other countries, such as USA, Japan, Korea. Australia, and the special conditions of more than the total land resources, but less per capita and rapid economic dewelopment, point out that at present governments at all levels management authority is unclear, policy-making process is unreasonable and unscientific, and lack of effective safeguards, lead to poor coordination of various departments, difficult to successfully implement appropriate land supply policy, and no fundamental change of the concept of extensive economic growth pattern.Point out that the state-owned land resources management system reform should be based on clear objectives, checks and balances, meet the conditions, benefit of the same rights and responsibilities. And put forward several specific proposals,such as establish of a multi-level agent of the state-owned land resources management system, improve the distribution system of land revenue, separate the right of management, supervision and operation.
