Abstract


Rural Commercial Bank is the product of the pilot joint-stock reform of China’s ruralcredit cooperatives, development has begun to take shape, it has become an important partof China’s rural financial market system. Now, with the further reform of China’s ruralfinancial market, the diversity of the rural financial system has quietly formed the mainplayers in the market gradually into a buyer by the seller, the trend of transformation ofrural commercial bank reform of property rights and management is a foregone conclusion.In the context of building new countryside of socialism with Chinese characteristics, andhow to more effectively solve the "three rural" issues facing our country, and moreresponsive to the macroeconomic regulation and control of the State Council on the "threerural" policy, a test of the Rural Commercial Bank is undergoing reform The wisdom ofthe operators and regulators.The paper selected problems in China’s rural reform of commercial banks and theregulatory response to the title, in the analysis, the main historical and comparativeanalysis of a combination of theoretical and practical, multi-disciplinary knowledge cross,theoretical research, history, current situation for the problem, the typical experience andpolicy measures for the basic idea of a comprehensive and detailed study.In this paper, more content, is in accordance with section context, summarized asfollows:1. First review of the relevant literature, a careful analysis of the rural reform ofcommercial banks in the performance of the basic situation and the presence of the basicissues and topics background and significance, literature review, research content andmethods of doing a careful combing.(2) the nature of the rural commercial banks, theneed for government regulation and regulatory approaches to rural commercial banks todo fundamental research discussed in detail, revealing the inherent vulnerability of ruralcommercial banks and reform of complexity.3describes the early days of liberation sincethe development of China’s rural commercial bank history, from a historical point of view,draw the future of China’s rural credit cooperatives are the major trends and commercialoperation of joint-stock reform of the basic conclusions.4focuses on analysis of the newera of reform in China’s rural commercial banks and government regulatory issues, alwaysfrom a rural commercial bank reform their internal and external two levels of governmentregulatory issues.5to Zhangjiagang Rural Commercial Bank and Chongqing RuralCommercial Bank Reform, reform measures and reform evaluation, for example, brieflyintroduced over a period of time, China’s rural reform of commercial banks and the typicalexperience of the role of government involved in the supervision and management.6 Finally, through the foregoing profound concise, standing on China’s market economydevelopment and reform of the height, elaborated rural commercial bank regulatoryobjectives and principles, in order to elicit this countermeasure suggestion thatgovernment regulators for rural commercial bank regulatory reform objectives ("fiveinnovation") and regulatory principles ("four principles"), which clearly put forward topromote the reform of China’s rural commercial banks government regulatory measures:(a) improve the market access system;(2) further strengthening off-site supervision;(3)improve the on-site monitoring system;(4) to establish a sound credit rating system;(5)and improve relevant laws and regulations of rural commercial banks.
