Abstract


Since the famous reform movement of the late Qing dynasty, constitutionalism has been a lofty goal pursued by people with high ideal in China, up to now, the history of this pursuit is over 100 years already. After liberation in 1949,especially since the reform and opening-up policy practice led by CPC, due to unremitting efforts made by people of all walks, China has achieved quite a lot in building up democracy and legal system, However, to realize the dream of constitutionalism, there is still a long way to go. thus, it’s necessary for us to reflect upon our centennial constitutional process, to analyze why it’s so hard to move along the way, and then put forward needed counter-measures. Therefore, for the purpose of making some contribution to building up our constitutionalism, this paper deals with constitutional problems from the angel of view of its environment for the growth of constitutionalism.The reason what has been achieved is still unsatisfactory lies in the fact that we have paid too little attention to nurturing the environment for constitutionalism. Constitutionalism is an imported thing. And , it’s natural to show inadaptable signs when such a western tree has been transplanted into China’s particular economic, political, and cultural soil. So, to study the mutual relationship between constitutionalism and its environment, to know the reason why conditions for constitutionalism is missing in China for such a long time, to analyze the causes of our difficulties in realizing the dream of constitutionalism and try to find a way out, i.e., to nurture a proper environment for the growth of constitutionalism, will be of great significance for us to promote building up our socialist constitutionalism with Chinese character, for its development and perfection.To begin with, we must study the concepts of constitutionalism and the environment for constitutionalism, especially the latter, by environment for constitutionalism, we mean the sum of external conditions in economic, political and
