The Northeast of China is a very important industrial base since the establishment of people republic of china, living on the sources of energy, raw materials and manufacture of large equip, and use to achieve the great contribution of industrial system and national economic system. However, the development of the northeast was dropped down, became languish, when the reform came, because it associates with the extensive operation and planned economy. Therefore, according to the practical situation, our party had made a decision which is re-energize the economy of the Northeast. From this, the northeast make great progress, however, we should not ignore the practice problem of issue of high-carbon which cause by high improvement. at the same time, it is not easy to promote the economy within low-carbon. The northeast should dare to face the challenge and pressure, endeavor to accomplish low-carbon Consumption and Production, Energy Conservation and carbon emission reduction, and make the northeast become resplendence again by high growth and low-carbon.
