Abstract


With the worldwide rise of the tide of green, the green economy has gradually been taken seriously. The green economy of green transition of the resource-based cities as an important part of academic research has become a hot spot at home and abroad. With the 2010 ratification of Shanxi was a "comprehensive reform pilot area of resource-based economies in transition", the capital city of Taiyuan, Shanxi’s economy as the leading city and the typical resource-based cities in the Midwest, is currently in the critical period of restructuring and development of green. the practice of the Green Transformation in china, Taiyuan is the first system to develop local standards for green transformation of the city, is the first standardized method for the use of local legislation on the integrated management of urban city. Therefore, the practice of green transformation of Taiyuan in central China for the green transformation of resource-based development of the city to explore a new way in promoting the development of Shanxi Province, across the transition has a very important role model.This transition from the practice of Taiyuan Development Path of the green start to the current development model Taiyuan green transition point for the study, analysis of the development of the main approach, and summarizes what has been achieved. On this basis, the development of a future-oriented transformation of Taiyuan green transition, highlighting the practical problems facing the development of transition, namely:the current transition in the Development of the green transformation of government functions can not meet the green transformation of the development; green standard system can not fully guide the transformation of practice; participation mechanisms to adapt to the green transition not perfect. In order to further promote development of Taiyuan green transformation, the author proposes, Taiyuan must speed up the transformation of government functions, to adapt them to the development of the green transition; continue to improve the Green Transformation Index System and related measures, building to support the protection of their green technology development system; actively encourage and guide the transformation of the public to participate in social practice green.Taiyuan green transformation is not only the resource-based urban economic restructuring, but also the city’s transformation, social transformation, the transformation of ecological civilization. From a single "economic man" hypothesis to the "eco" and "economic man", "social" triple assumption is an important contribution to green economics, but also to China’s economic, social and ecological development of effective co-ordination to promote the three, I will find a resource on the basis of city economies in transition, social and ecological sustainable development of integrated and coordinated development.
