The county territory economy is the national economy elemental area. It has become the key link of the national economy especially in the time of our country construction affluent society comprehensively. County territory economy linked macro and micro, industry and agriculture, urban and rural ties. it occupies the pivotal status in the national economy. The County territory economy takes more than 50 percent GDP of whole Nation in our country.The county territory economy’s development cannot leave the county level Local authority’s instruction and the regulation. This article bases the county territory economic theory and the related knowledge, has the problem to the county territory economic development to carry on the analysis, Pointed out that the Huai Bin County Government’s in county territory economy leading role, proposed the Huai Bin shore county economic development mentality and the countermeasure.
