Abstract


With deepening of government reform and promotion of social-economic development, the relationship of government inter-department had gradually become the new problem and come into focus. Under the background of the transformation of government function, the construction of coordinated-mechanism has become an important dimension in the further development of administrative system reform. For a long time, however, theoretical studies on the relationship issues of government inter-department are difficult to support the depth of reform sustainability, so the theoretical level needs to be improved.Based on the fundamental research, this dissertation starts from "two logic orientations", which are Positioning of Government Functions and Balance of Political Eco-system, to analyze the transfonnation of operation mechanism and the construction of coordination mechanism among government departments, then try to establish a theoretical framework to analyze the relationship adjustment among government departments.It is the hypothesis of this dissertation that the basic direction to adjust the operation mechanism of government inter-department in China is from "Fragmentation" to "Inter-Departmental Collaboration", but the conversion process is not natural. The operation mechanism of government inter-department depends on two logic orientations:one is the basic orientation of government function, the other is the balance of political eco-system. Only these two logic orientations work harmoniously, can the relationship of government inter-department break through the "fragmentation", achieve "Inter-Departmental Collaboration" and push the development of government. The dissertation verifies the hypothesis by summing up the history of relationship adjustment among the government departments and comparing with the status of coordination mechanism in US, UK and Japan. Meanwhile, this dissertation summarizes the characteristics and experiences from the construction of coordination mechanism among China government departments, then put forward to a possible orientation for future reform from macroscopic idea, medium strategy and micro measures.Firstly, this dissertation lay out theoretical construction and analysis. The dissertation presents the analytical framework of two logic orientations, that is, the operation mechanism are affected by two logic orientations:Positioning of government functions as the core and Balance of Political Eco-system as the support. Logically, they decide the directions, ways and effects of the relationship adjustment of government inter-department.On one hand, the positioning of government functions reflects the core demands of the government reform and plays a leading role in the transformation process from "Fragmentation" of "Inter-Department Collaboration". With the driving of government functions positioning, the basic direction of reform is indicated from the perspective of "quality". Specifically, the core logic orientation of the government functions mainly in that it constitutes the logic start of restructuring government administration in the macro; it forms the basic driving force of the relationship adjustment among government departments in the meso; it is the key step of the government policy in the micro, and guarantee that the positioning of government functions play the key logic orientation from the cultural orientation and institutional structures in three levels. On the other hand, although political eco-system balance did not directly reflect the demands of the government reform, however, it will make reactions towards the reform and affect the speed, degree and efficiency of relationship adjustment of the government departments from the perspective of "quantity". As the support logic orientation, political eco-system balance take effects mainly as the checks and balances of adjusting the government departments, the real field of operation mechanism of the government departments and the key structure of the communication network within the government.Secondly, this dissertation will present theory testing and conclusion. By analyzing the three stage of China’s adjustment of government inter-department relationship, it is obvious that the interaction between government function and the balance of political eco-system is the principal line in the process of the adjustment of government inter-department relationship. This phenomenon could be regarded as an evidence of the analytical framework of two logic orientations. Meanwhile, by summing up the experience and lesson of the mechanism transformation from "Fragmentation" to "Inter-Departmental Collaboration", this dissertation consider that the valuing the system reform and ignoring mechanism adjustment are the key problems of hindering "Inter-Departmental Collaboration". If this problem is needed to solve,"two logic orientations", which are Positioning of Government Functions and Balance of Political Eco-system, should be paid more attention.On the basis of the China’s experience, this dissertation compared the China’s problems with three developed state, including the U.S.A, the UK and Japan, which is conducive to analyze the different characteristics about the construction of government inter-department coordinated-mechanism. By comparison, this dissertation draws a conclusion that the system reform and the mechanism adjustment are equally significant in promoting inter-department coordinated-mechanism and that inter-department coordinated-mechanism among government departments can be effectively implemented unless the governments’ function and the balance of political eco-system work hannoniously. It can not only be regarded as direct evidence for "two level logic orientation", but also be used for the construction of the Chinese "Inter-Department Collaboration".Thirdly, this dissertation comes up with suggestions and countermeasures. By analyzing China’s reform process and comparison of typical western countries, this dissertation come up with a strategy that we need hang on to the governments’ function orientation and the balance of political eco-sysytem in the mechanism transformation from the "Fragmentation" to "Inter-Department Collaboration" and that the promotion "Inter-Department Collaboration" should be started with mechanism transformation. In order to solve these problems, this study put forward countermeasures from three levels:macroscopic idea, medium strategy and micro measures. In the level of macroscopic idea, we need make a clear policy about "hierarchical propulsion" which means promoting "Inter-Department Collaboration" gradually by "periodical layering","logical layering" and "spatial layering". In the level of medium strategy, we need to promote three transformations:transformation from "system reform" to "system reform-mechanism adjustment", transformation from "anomie structure" to "normative structure", and transformation from "unilateral action" to "interactive reform". In the level of micro measures, we need to promote "five measures":The establishment of resources inter-ministerial sharing mechanism, social supervision mechanism and civil servants job rotation mechanism, the promotion of "government process reengineering" and "stability mechanism" of political eco-system.
