Abstract


County-wide economy plays a great role in the whole national economy and the building of political power, while its development and strengthening depend on the efficient, convenient and strong financial support. Based on the theory of Public Administration and Public Policy, guided by related theories and researching methods in county-wide economic, public finance and monetary policy etc, this article analyzed the present situation, existing problems and related reasons of financial support in the development of county-wide economic, and took the county-wide economy of Shangqiu city in Henan province as the example to discuss the relativity between financial development and economic growth in county-wide economy and revealed the systemic base and origin which caused lagging county-wide financial support, and put forward with efficient measures for implementing county-wide financial reform and strengthening county-wide financial support. This article is consisted of five chapters. The first chapter is introduction. The background and significance of studying "county-wide economy", related documents’ summary, researching theory and methods, basic framework and innovative points are stated in this chapter. The second chapter is the present situation of our country’s financial policy in supporting county-wide economic development, and mainly reviewed the situation about financial policy in supporting county-wide economy and gave a brief analysis of problems in this aspect. The third chapter is present situation of county-wide economic development under the support of financial policy, which is mainly stated from three subjects of the investment of county-wide finance industry and financial policy, investment situation of county-wide fixed-asset of Shangqiu city and government behavior, investment of county-wide non-governmental capital and social financing. The fourth chapter is the analysis of problems of financial policy in supporting county-wide economy, which is mainly analyzed on four aspects of large county-wide national-owned enterprises, small and medium-sized non-public enterprise, countryside cooperate economy and agricultural industralization in Shangqiu city to analyze the influence to local economy of financial policy , and what kind of problems existing and whether this kind of problems is serious. The fifth chapter is promoting the research of counter measures in financial policy and capital for supporting county-wide economic development of Shangqiu city. These mainly are: Shangqiu Municipal government, branch of the Central Bank and related departments should analyze the county-wide economic development conditions of Shangqiu city actually and then fix their positions of function; meanwhile adopt monetary, financial policy, administrative means, and other measures to promote the optimization of county-wide economic structure; further reform of county-wide financial system, and accelerate the building of financial ecological environment; broaden channels of financing of small and medium-sized enterprises; increase the income of farmers by through supporting the building of socialism new countryside.
