Abstract


In this research, two questions are leaded according to the dilemmas of promoting agent construction system in the government investment projects of Yunnan province. One is what factors obstruct agent construction system of government investment projects of Yunnan province. Another is how serious are the factors.By the way of literature analysis, this paper gives a introduction of development of agent construction system, the practice of agent construction system in our main domestic areas, the differences between agent construction system and engineering supervision, and general contraction, and existing problems of agent construction system. By the same way, the hindering factors existing in the process of agent construction system promoted are preliminary gotten. These factors come from legal norms and laws unclear, the imperfect market, and the causes of government and the agency itself. Then, "The Yunnan Provincial Government Investment Projects Agency Promotion Obstacles Questionnaire" is formed depending on these factors.The questionnaires were sent by E-mail, choosing the staff of interests related units (including t he relevant government departments, reconnaissance and design firms, consultation, supervision and construction units, etc) and the higher learning-related professional experts as respondents.600 questionnaires were sent in Dec.20th 2009, and recovered 304 (recovery is 50.67%). Then, the data from the 304 questionnaires were analyzed basing on validity and reliability test, and the hindering factors mean and variance were born. At last, the data’s trends according to the severity of the mean and variance of sorting are analyzed.In the last part, the discussion spreads during on the analysis of the hindering factors. The research gives suggestions to solve the three highest seriousness hindering factors and the suggestions to the subsequent studies.
