Abstract


Resource-based cities are developed by resource exploitation. They are very important parts of our cities, and have a very important role in economic construction and social development. While the gradual exploitation of resource, resource-based cities fell into the crisis of“the resource used up the city faded”. In this paper, the writer studies the total factor productivity. To seek new support points, and provide decisions to the development and evaluation of long-term sustainable growth policy of resource-based cities, the author analysis the urban economic growth momentum and influence factors.By researching the total factor productivity change of 50 resource-based cities which are above the prefectural level from 1990 to 2007 using the DEA-Malmquist index method, the author finds that total factor productivity has a slight increase in this period, with an average growth of 0.8%, mainly because of the improvement in technical efficiency.On this basis, after comparing the total factor productivity in different regions and different categories of resources, the author finds that the total factor productivity exists significant difference due to technical differences. Then, through the introduction of comparing group, the author finds that the total factor productivity and the decompositions are lower than resource-based cities due to technological backwardness. Finally, based on the study of the human capital, institutional factors, level of industrialization and urbanization level that affect total factor productivity, and put forward relevant policy recommendations.The principal innovation of this article has three aspects. (1) Expands the study object of total factor productivity; analyze the changes of China’s resource-based cities in total factor productivity status. (2) Comparison of total factor productivity in different regions and resources, at the same time, the introduction of comparison group makes the comparative analysis of total factor productivity more intuitive. (3)Study human capital, institutional factors such as the impact on total factor productivity, analyzing the source of economic growth.
