Abstract


Local financial risk refers to the kind of possibility that the society’s stability and development might be damaged. This kind of possibility attributes to the phenomenon that the local government’s future public resources may not be enough to fulfil its expenditure responsibility and obligation that should be undertaken in the future. The local financial risk involves all fields of the local financial operation, and it exists in all processes of the operation. Suqian city is the underdeveloped area of Jiangsu province, with the rapid growth of economy in recent years, its financial risk becomes more serious. Therefore, it’s very important to study the present conditions of suqian financial risk.In this article , the author tries to describe the financial status of the financial income financial expenditure financial balance and government’s liability in suqian which might lead to financial risk. Through the analysis on the influence of economic basis financial system and government policy that bring potential financial risk , the author gives the advice for local government to select policies in building Financial resources disbursement mechanism liability management in order to prevent and solve the financial risk
