To the application status quo of verification and evaluation for the quality of weather forecast, the system platform is researched and developed, with the popularization and application in the provincial or municipal level weather stations. The system can not only assess the quality of weather forecasts, but also enable forecasters to have an insight into the data by using the tools, thereby to find the forecasting law, and to provide the technical support for continuously improving the forecasting accuracy.According to the short-term weather forecasts quality testing methods issued by China Meteorological Administration, the platform calculate the TS value, SS value, free arm rate, missing rate, the average absolute error, root mean square error, and accuracy, etc. .It can put weather forecasts and observation storage, assess quality, verify forecasting product, display synthetically, monitor and manage, and provide maintenance and help, etc.Based on the Microsoft Net platform, the system uses web technology to achieve a quality assessment, to facilitate the data query. It’s versatility for the use of SQL Server database and access the database by ADO.NET. The platform is developed with .NET, C# and PHP web design language. The function is achieved for browsing the remote data, reporting the result of quality, with displaying, printing output and reporting the result by web. It greatly facilitates the users.The system is successfully developed and run, not only provides a prediction assessment in support of flexibility and stability, but also contributes the user to form the forecasting ideas. To forecasters, the system can provide a tool for setting up a comprehensive foundation for predicting, quantizating conclusions, standardizing process, and improving the quality and efficiency. To managers, it can provide strong support for enhancing the targeted management about the forecast quality.
