Video surveillance technology has been widely used in the industrial, commercial and military fields.In recent years, with the development of network communications technology, multimedia technology and the embedded system, it has a qualitative leap from the early simulation to the digital era. Products of video surveillance technology are experiencing a revolution from simulation to digital,networking and embedded.By researching the MPEG-4 standards, the embedded systems based on ARM and xDSL access technology, combining requirements of army in communications command and control system,we design a remote video surveillance system.The system used in the wild environment, it’s transmission medium is carried line (UTP of Copper cable)which is installed by the signal corps, using broadband access network transmission equipment framework into the platform, and achieve distance (5km) figures video surveillance. This flexible way of building network is suitable for military field communication.The terminals used an embedded design, and that will be improved in real-time and reliability, and easy to carry and set up.Using MPEG-4, the data can be used at the optimum quality of the images by very narrow bandwidth.This thesis put forward a real-time project of video transmission based on MPEG-4, which used RTP agreement on data stream packaging MPEG-4. We design a self-controlled model by RTP/RTCP agreement.It adopts the feedback control of RTP/RTCP to carry data stream form port to port. It carries system to carry on, and it doesn’t need the network commutation node to participate. At whole deliver process and can make use of a bandwidth and don’t cause a network to obstruct well, postpone while letting up thus, lower to throw a pack of rate. At low ratio especially the network condition of the rate and variety descend customer to carry and can acquire good sense of vision quality and can make use of a bandwidth well also.Adopting C/S(Client/Server) structural model,it designs the software of the system.Adopting winsock programming methods and the multi-threading mechanism,it can better deliver.The WinSock is a kind of standard API, allowing two perhaps many applied procedures or progress at same machine establishment network correspondence
