Abstract


Since the 1990s, the rapid development of global information high speed road which take the computer communication, the network technology, and the database technology as representative had been the catalyst of information society, and the information have become the basic essential factor which the impetus productive forces progresses. Society’s progress and the economical development, all needs information to actuate. In the last few years, the information technology develop vigorously and the information industries are the sunrise industry which everybody envies, the information resource grow fast, the information network proliferate the whole world, the entire Earth turns a global village, the information resource development and use enters the brand-new time. However, because of the ’reserve is more important than use’ traditional ideas, society’s information sharing consciousness level low as well as the legal laws and regulations are not perfect, the archives information resource sharing present situation are not as desired. This article proposed to improve this situation from eradicate the security thought, strengthened public consciousness, sets up the idea of the citizen right to know, sets up the service idea as well as strengthens the archives law and regulations construction, perfect archives opening legal framework.The intellectual property rights protection in archives information resource sharing mainly involves the archives formation, the archives workers, the archives users, between them is one kind affects, the intriguing relations mutually, is extremely easy to initiate the intellectual property rights dispute. Mainly includes in the protection content: The value recognized, namely the intellectual property rights value which has to the archives information basically recognized; Legitimately possession, namely to archives information resource owner authority recognizing; The reasonable use, namely in the archives information resource development and use process, guarantees the archives department and the archives users to use the archives
