Abstract


Higher nursing education (HNE) has become more and more necessary both in the training of high-quality nursing personnel and in the progress of the society. In china, HNE develops well. More than one hundred colleges have developed HNE programs, and a lot of nursing professionals have been trained. But it is too young for china. It is so immature that many problems either on the theoretical research or on the practical implementation come out. So, to lay emphasis on HNE is an imperative thing.Based on the theory and methodology of education evaluation and the comparative study on the related research, six elements of HNE are decomposed, which are the specialized characteristics of subjects, the teaching-learning practices, the condition and the utilization of teaching, the governance of teaching, the construction and the reform of teaching, the quality of teaching; and the evaluation index system draft for the instructive level in HNE is presented. By the method of Delphi, 20 experts in nursing education consulted and set up the items, the relevant weights and the contents. After the consultation and the statistic analyses, a new evaluation index system for HNE has been established, which is divided into three grades. There are two colleges which have been measured with the evaluation index system in nursing undergraduate courses. The results hints that we need to set up a professional evaluation agency to take charge of the evaluation of colleges which run degree education.
