Abstract


This paper discusses the theoretical basis of the urban water sector in China to introduce the model of public-private partnerships (public-private partnerships) , problems and policy recommendations . The urban water sector is one of the basic industries of the national economy , and about people's livelihood . China 's urban water sector has been a long time, the public welfare , and its body is formed by the Government's financial investment of state-owned enterprises , and the resulting lack of cost consciousness , inefficiency, lower quality of service system disease . Characteristics analysis from the industry sector , the urban water sector are \prominent feature of the network industry is a natural monopoly , but as technology advances , economic development , public urban water industry and natural monopoly weakening the institutional arrangements , through public-private sector cooperation , coordination economies of scale and competitive vitality provide opportunities and conditions for private enterprises to enter ; analysis of public choice theory , should break the monopoly of the government , the establishment of competition between the public and private sectors . Through the analysis of the status quo of China 's urban water sector development , expounded the necessity and urgency of China 's urban water sector into the private sector . Based on the analysis of the urban water industry value chain , the paper argues that different industrial organization model should be implemented according to the nature of the industry node monopoly , according to specific circumstances or design appropriate forms of public-private partnerships . PPP model in China has a broad development prospects . However , PPP mode in the application of China 's urban water sector , there is still lack of legal and policy framework , the regulatory role of the Government dislocation out of position , the price of water to determine the principles of unreasonable clear . For the existing problems , this paper proposes some policy recommendations as to build and improve the management of China 's urban water sector PPP investment and financing regulations , the changing role of government , to establish a scientific monitoring system , design a reasonable risk-sharing structure the development of China 's urban water sector PPP mode establish a reasonable pricing mechanism .
