Abstract


Throughout the contemporary world, in the multi-dimensional characteristics of the globalization, a striking phenomenon is the trend of globalization and regionalization trends attendant attendant strong regionalization voice has always been associated with the process of economic globalization. With the Fujian Provincial Party Committee, the provincial government put forward a strategic vision of the construction of the economic zone on the west side of the Straits, the Minnan regional economic integration problem once again to the fore. However, this integration has encountered obstacles of the old administrative system, the administrative economy, regional public affairs difficult governance competition and other large, regional intergovernmental bad. This paper argues that the cause of contemporary China's regional economic integration is difficult to quickly advance the fundamental reason lies not in the administrative division itself, but rather the lack of regional intergovernmental scientific and rational cooperation mechanism. Therefore, in order to really solve this problem, it must be analyzed from the theory and practice from a multi-center governance and complex administrative point of view, and actively build regional government cooperation mechanism to achieve inter-regional public goods provision and governance of trans-regional public affairs , so as to achieve the strategic goals of regional economic integration. Part I: regional economic integration and cooperation with the Government issues raised. Analyzes from a theoretical basis in reality and practical experience at home and abroad, the necessity and inevitability of the proposed regional economic integration and cooperation with the Government. Part II: the problems of the Minnan regional economic integration and cooperation with the Government. Review the Minnan regional economic integration and development process of government cooperation, both exist separately. Part III: the Minnan regional economic integration process, government cooperation mechanisms to build. From advancing the Taiwanese regional economic integration has important strategic significance angles, proposed equality and mutual trust in the political dialogue mechanism of the regional government should actively build the hard constraint mechanism of mutually beneficial interests coordination mechanism, scientific and standardized, fast and efficient information Unicom mechanism and reasonable effective organization and coordination mechanism, establish a new type of relationship between the regional local government, thus achieving the strategic goal of of Taiwanese regional economic integration. The authors conclude, Minnan regional economic integration must be adapted to the regional government cooperation mechanisms, the power to achieve regional economic integration in both existing institutional mechanisms, regional economic integration inevitably produce a system reflects the effect on the management system of our government. This government cooperation and market-driven fusion effect is bound to promote the the southern Fujian truly move towards integration, and ultimately make a positive contribution to accelerate the the Fujian coordinated economic and social development to achieve the strategic goals of the construction of the economic zone on the west side of the Straits.
