Abstract


Since the reform and opening up, with the deepening of the deepening of the reform of the management system of our government and the process of marketization, government regulation especially natural monopoly industry price regulation, is becoming a hotspot of theoretical research and government policy makers. In order to solve the bottleneck of China's natural monopoly industries, the government has gradually relaxed price regulation of natural monopoly industries, this process performance adjustment, decentralization, norms. Natural monopoly industry price regulation system in our country joined the WTO transition period has been basically completed the new situation, calmly and objectively analyze and prudent to explore, to study the future of natural monopoly industry price regulation system of ideas and policy orientation, has important practical significance. In this paper, the use of the basic theory and method of government regulation economics, combined with the analysis of public management theory, the history and current status of the industry price regulation of natural monopoly since the founding of our empirical analysis, trying to find our price regulation in the natural monopoly industries level need to be further addressed the weaknesses and inadequacies, and on this basis to China as soon as possible to establish a standardized natural monopoly industry price regulation system gives some policy recommendations. The thesis is divided into three parts: the first part is the introduction, in this part of the exposition, the first institute of this article involves the meaning of the term natural monopoly regulation, price regulation is discussed, followed by the price regulation of natural monopoly industries theoretical basis and basic mode retroactive and comments last inductive review of the theory of natural monopoly industry price regulation. The second part of the price regulation of natural monopoly industries in China empirical research. The first is to analyze the basic course of study of China's natural monopoly industry price regulation reform, analysis of the historical context of its current situation. Secondly, for China's natural monopoly industry, the current price regulation system specific price regulation policy to explore our natural monopoly industry price regulation system exists the problem, and analysis of the main reason for these problems which, thus to illustrate our price regulation reform of the need for, and draw seven basic judgments of price regulation of natural monopoly industries, namely: First, the price regulations are not sound, regulated random follow; price and value deviated from, can not reflect changes in the cost sensitive; The actual cost is equivalent to the average social cost, lack of scientific formulation of the price; prices assumed the functions of the redistribution of income has become a tool of government regulation; five failed to give full play to the basic role of prices in allocating resources, the six regulation; seven constraints supervision mechanism is not perfect.
