Abstract


In the transitional period of plan economic system and market economic system, with the development of theory and practice of urban planning and reform of government institutes and transition of governmental function, the government played a key role in urban planning. The paper tries to examine the course and the problems, and then explore the proper boundary and measures based on analysis of basic problems in urban planning and how the western countries do in the process. The paper is made up of four parts:The first part is summary of urban planning. In this part, the concepts of urban and urban planning, governmental function and urban planning function are summarized.The second part is the evolution of urban planning in western countries. It mainly analyze the urban planning in western countries and the role government played in the process form the view of historical evolution, and then draw a conclusion.The third part is practice and exploration of urban planning of china. It review the urban planning separately under both plan economic system and market economic system, then analyze the current Status and Problems of Chinese urban planning.The last part is mainly about thoughts on urban planning of Chinese government in the transitional period. It point out urban planning is a political activity, and then Recognize government urban planning function, and find the perfection route.
