Abstract


The environment is the homeland of human survival, it is not only for human production of raw materials is also directly related to the health of the masses of the people. Since the reform and opening up, China's rapid economic development, but the quality of the environment is more and more is not optimistic, desertification, shortage of water resources, marine pollution and other environmental issues are emerging, growing cause for concern. For the deterioration of the environment, China has developed a relatively sound environmental policy, even as China's basic national policy of environmental protection, but still grim environmental problems, the paper argues that the main reason is the environmental policy has not been effectively implemented. Meanwhile, with the central and local devolution of power, local governments in implementing this policy plays an increasingly important role as the starting point of the local government, public choice theory and governance theory as a theoretical support for the analysis of the implementation of the present, China's environmental policy the problems in the process, study execution problems, explore effective ways to solve environmental policy implementation difficult. The purpose of this writing the status and interests of local governments in the implementation of policies particularity analysis obtained the environmental policy of the local government to provide a reference implementation of the obstruction of the reasons for the proposed countermeasure, businesses and the public through the analysis of environmental policy execution attempt proposed the establishment of a government enterprise partnership and advocacy to help the smooth implementation of the environmental policy of the local government in the form of public participation, and propose solutions based on comprehensive analysis of environmental policy implementation failure, pointed out that economic development and environmental protection is not either-or relationship, and actively explore a road of economic development coordinated with environmental protection, so as to promote the smooth implementation of the environmental policy. By studying the following conclusions: First, the effective implementation of the environmental policy by the policy itself, interest groups, policy implementation modalities and means and policy enforcement mechanisms, and many other factors, because of the particularity of environmental policy, the relevant interest groups Game of the main factors to affect environmental policy implementation. Second, the implementation of the main single, lack of pluralistic and participatory environmental policy implementation system, an important reason for the result is not satisfactory implementation of China's environmental protection policy. Therefore, building a partnership of the government and enterprises, to train NGO environmental protection and promoting public participation in environmental policy implementation is an important guarantee for the smooth implementation of the environmental policy of the local government and development trend.
