Abstract


With the rapid development of the Chang Jiang River drainage area’s economy and the implement of the policy of constructing Chang Jiang River golden channel, shipping industry in Chang Jiang River is coming into an unprecedented high-speed development period. At the same time, the problem of Chang Jiang River water traffic safety breaks out increasingly. from 1986 to 2009, from 1986 to 2009, There were 3278 water traffic accidents which included generalization and above in trunk line of Chang Jiang River (the area under Maritime Safety Administration’s jurisdiction) resulting in 3174 people casualty,1363 shipwrecks and a direct economic loss of 60.7 million Yuan. The study of Chang Jiang water traffic safety early warning management implementation method is propitious to make clear and definite of the responsibility of Chang Jiang River Navigation Affairs Administration, Maritime Safety Administration, Waterway Bureau, Shipping Public Security Bureau, and Three Gorges Navigation Administration in the Chang Jiang River water traffic safety early warning management.This paper demarcates the category of counting water traffic accidents according to "the method of counting water traffic accidents, classifies the water traffic accidents, based on the study on early warning management mechanism of water traffic safety in Chang Jiang River, and analyses the reason of the different kinds of accidents on the basis of accident structure theory and systems engineering.The paper classifies the early warning information of water traffic safety in Chang Jiang River, analyses the characteristics of various early warning information and divides early warning responsibilities of Chang Jiang River Administration of Navigational Affairs and its subdivisions according to actual situation, and ordained attribution department of early warning information. According to the responsibilities division, it defines the program of water traffic safety early warning management in Chang Jiang River, the method of collecting information, issuing information and the program of responding.By analyzing the requirements of Chang Jiang River water traffic safety management information platform, to determine the system’s users and the functions of the platform. Based on the analysis, builds the logical framework and physical framework which can realize integration of the subsystems of water traffic management departments in Chang Jiang River and share of early warning information. In the view of industrial management, carries out empirical research of early warning system of water traffic safety in Chang Jiang River.In order to ensure the implementation of Chang Jiang River water traffic safety management, the paper puts forwards relevant recommendations and countermeasures, which includes unification idea, definitude responsibilities, constructing delamination management pattern, pushing the mechanism establishment, exploitation Chang Jiang River Water traffic safety management information platform, reinforcing the cooperation of different departments, foundation urgent linkage mechanism and so on to provide reference and model for the implementation of early warning management mechanism of water traffic safety in Chang Jiang River.
