Abstract


Increasingly accelerated pace of economic globalization today, competition between countries to gradually from military contest of economic power and comprehensive national competition changes, and foreign investment is a country's economic strength and build factories and an important aspect of overall national strength. At present, China's foreign investment project construction problems and risks are more and more. The main reason is the failure of foreign investment in plant investment of Chinese enterprises not well avoid or control investment risk. With China's accession to the WTO and the \Overseas investment to build factories in the course of the event, the risk of investment projects related to the evaluation and control is an important part of success of their investments. Combined with Shandong Tobacco Industries invest and build factories in Vietnam project, according to the previous understanding of risk, theoretically elaborated definition of risk, foreign investment construction project risk definition and characteristics, and from the risk identification, risk assessment, risk assessment, risk response and risk control and oversight perspective more comprehensive explanation of risk management throughout the process. Using case analysis, combined with Shandong Tobacco Vietnam project project risk management research; normative research and empirical research using a combination of methods, combined with project risk management theory and knowledge, and Shandong Tobacco Vietnam, the specific circumstances of the project, conducted a comprehensive foreign investment construction project risk management research; using citation analysis methods, through literature, summarize results of previous studies on foreign investment construction project conducted a comprehensive risk management research; and using fuzzy analytic hierarchy process for Shandong Tobacco Vietnam project risk values ​​were evaluated, the evaluation results obtained moderate risk. Meanwhile, according to the above analysis, through the study of knowledge about project management, combined with Shandong Tobacco Vietnam Project, conducted a risk analysis and assessment, and the corresponding risk aversion measures proposed to ensure Shandong Tobacco Vietnam project export business; according to market conditions to develop relevant operational programs, Shandong Tobacco venture capital exit to prepare; With Pingyang tobacco joint venture relationship with the government to obtain the approval of the company's ownership structure and relying on its cigarette sales network license limits and access to local markets and other risks circumvent countermeasures. These measures build factories in foreign investment in the process, how to identify and assess the risks of investment projects, and through the effective means to reduce or eliminate the risk, reducing the potential losses to a minimum has important practical significance.
