Abstract


With the growing demand of Coal, Environmental pollution, ecological destruction and a series of environment and economic society problems appeared, which are harmful to people’s health. They are impeding the healthy development road of Henan Coal Industry. In The Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China, Hu Jintao proposed explicitly scientific concept of development, which is People-oriented, comprehensive, coordinated and sustainable development, it reflected the benign development of the economy, reflected the development of social progress and environmental health, and reflected the all-around development. Scientific development can achieve the harmonious development of society, nature and people, which is the bright development way of Henan Coal Industry.This paper, whose theme is scientific development of coal industry, analyzes the current status of development of coal industry in Henan and puts forward the scientific development in the fields of scientific and technological innovation, environmental protection, production safety and social harmony, etc. Meanwhile, divided into six macro-categories and 12 micro-categories, 26 indicators which reflect the thinking of the scientific concept of development factors and social harmony factors are built based on the original evaluation index system by this paper. In particular, the method which put the factors reflecting the thinking of social harmony and the scientific concept of development in the use of the scientific concept of development to integrate theory with practice, and qualitative combination of quantitative. Additional, the extent of scientific development for the coal industry in Henan Province was assessed by the methods above and we can get the conclusion: the Henan Coal Industry is from sustainable development to the transition stage of scientific development, especially the capacity for research and coordination level need to improve. For there are several shortcomings in development of Henan coal industry, the paper puts forward to some countermeasures those are in the aspects of the improvement of regulations for Henan coal industry, strategies of science and education for the mining industries, safety education and restructuring fast for industrial structure, in order to offer a reference for further study of future scientific development of coal industry.
