With the accelerating process of urbanization and the rapid take-off of urban economy, the number of migrant workers is becoming larger and larger in the cities of China, and they make enormous contributions to the civilization and progress of urban economy. However, migrant workers ,limited by their household registration system, education system, schools, families and other reasons, suffering rejection from the city society, produced a series of social problems, in which the problem of compulsory education for children of migrant workers has become increasingly prominent, which needs to be solved urgently. Compulsory education for children of migrant workers is not just a simple educational problem, but also a complex political and social issue. How to create conditions to effectively solve the problem of compulsory education for migrant workers’children and eliminate social exclusion of migrant workers’children in the stage of compulsory education is an important issue that current China’s urban construction and development of society must face today, and it can not be avoided.The first is the introduction, which mainly introduced our country’s compulsory education of migrant workers’ children in the background, research status at home and abroad and research ideas, methods and innovation. Secondly, it summarizes the theory of social exclusion and the current situation of compulsory education of migrant workers ’children of Huaihua under the impact of social exclusion, including policie, experience, results of migrant workers’ children of Huaihua and existing problems of migrant workers ’children of Huaihua. Once more, it takes compulsory education of migrant workers’ children of Huaihua in Hunan as a case to study as the breakthrough point, in-depth analysis of the social exclusion in Huaihua under the problem of compulsory education for children of migrant workers,which has multiple factors, including the government, schools, community, families and children of migrant workers to their own reasons. Finally, according to the present situation and reason of the social exclusion in China from the perspective of compulsory education for children of migrant workers, and it puts forward countermeasures to solve problems of compulsory education of migrant workers’children in our country from the perspective of social exclusion. Solving the problem of compulsory education for children of migrant workers thoroughly must reform the present census register system of our country and eliminate the policy of discrimination. At the same time, solving the problem of compulsory education of migrant workers’children needs social multi-party cooperation. The government should fulfil the obligation seriously and play a leading role, create a fair atmosphere; outstanding school main body status, school play in anti rejection effect; at the same time, it also should play its positive role of the family and the community of migrant workers’children and migrant workers’children in solving the problems of compulsory education.The effective solution of compulsory education for children of migrant workers has extremely meaningful significance in the construction of socialistic harmonious society, the city economic and social stability and development, and the realization of education and society fairness. Therefore, to eliminate social exclusion for migrant workers’children in compulsory education and to find the correct, scientific, and efficient way to let children of migrant workers receive fair and justice, high quality and efficient compulsory education are the focus and research value of this paper.
