It has a special important significance to the development and economies of a city for reasonable development and scientific management of the urban groundwater resources.The thesis aims at the current urban groundwater development and management in the existent and actual problem, such as bad model maneuverability, low level of information utilization and low decision efficiency,putting forward to using the modern decision technique, computer technique, information techniqual and artificial intelligence into urban groundwater development and management. For this, it is taken the north costal city Dalian as an example, the management information system, model technique, expert system and decision support system have been used to develop and manage urban groundwater, and an intelligence decision support system is suggested which gather the information management, model calculation, expert decision. The system takes the computer as the running plane, divides into four main independent but mutually related parts such as the groundwater management information system, model system and well driving management expert system and groundwater exploitation manage expert decision system.It shows that the system not only can carry out the high quantity, high-efficiency processing of the basic data of groundwater and process and manage, carry on scientific evaluation for the groundwater pollution and sea water invades and numerical emulations, but also, because of systematization of a great deal of knowledge for groundwater development and management, raise the efficiency and science of decision of groundwater development and manage for a city water supervisor section, carry out the urban groundwater development and management to entirely excellent.
