Abstract


Circular economy is a kind of mode that can keep on a development in international society, using the ecosystem mode of thinking as the total design of the economic activities whole processeses.To make the economic activities be like the ecosystem system to regulate and control the energy fluxion and the material circulation, attain comprehensive become the end turn to the source head, which removing or decreasing pollution, protecting a natural resources, producing the biggest social performance .The coal-electricity and coal-chemical industry is the chemical product industry which means to take coal as main raw material to carry on electricity , also is a technique, funds, water resource and senergy intensive type industry. The coal is not only main energy in our country but also a main chemical raw material. Xinjiang owns abundant coal resources, but the coal-chemical industry is weak, and synthesizing to make use of level is not high, Some regions still exist a serious waste of resources, mine excessively,the pollution environment and so on. So, to develop circular economic type coal-electricity and coal-chemical industry power is necessary.The coalfield in the east Junggar Basin region locates Qitai County and Jimusaer County in Changji. The sand dune river is the west, Qitai Laojun Tample is in the east, Jiji lake is in the south and Kalameili mountain is in the north. The coal contains several layers and the thickness is big, the coal is also stable and the structure is simple. It’s suit to make public, gasify and generate electricity. The east Junggar Basin region is as to the coal-electricity and coal-chemical industry base to develop the coal, coal-electricity, the coal system oil,the coal system alkene, the coal system natural gas etc.According to the theory of circular economy to carry on an analytical research to the coal-electricity and coal-chemical industry in the east Junggar Basin region. This makes an analysis of currently the coal-electricity and coal-chemical industry in the east Junggar Basin region, from the region development to solve the mineral area lately from the district how expect and then work well, and it is estimated the economic performance, the environment performance and social performance if we will develop circular economy in the east Junggar Basin region . As prolong the industry chain as possible, it is benefit for the economized society and harmonious society that reduces resources,it also can reduce the pressure of the pollution and carry out the change of the economy growth method in Xinjiang. According to the question currently in the east Junggar Basin region, the author put forward the measure and suggestion .
