Abstract


Under the condition of the market economy and urbanization, some existing problems are analyzed, and the renovation in planning theory is very necessary. In international Urban Strategic Planning has already many years history, but for us it began from the practice of "Guang Zhou Strategic Planning" in 2000, The Urban strategic Planning also occupies initial period in both the theory and the practice. Many experts have already conducted many researches, but the mature research frame still had not been proposed. At the same time, the city competitiveness has been introduced to China since 20th century, researched by many scholars. However, they pay more attention to discriminate the concept, construct the evaluation indexes and analyze the result. They don not apply the theory of city competition to practice in making urban strategic planning.This paper base on the results of predecessors, take company competition strategy for reference to propose three fundamental strategic pathways which is low cost strategy, difference strategy and centralization strategy, start from studying the relationship between city competitiveness and urban strategic planning. Then, propose the research frame of urban strategic planning based on competition. This frame includes four parts which are the analysis of the developing environment of the city, comparison of different city competitiveness, choosing the fundamental strategic pathway and making the special strategy. We know the exact environment of the city based on analyzing the environment of a city by the method-SWOT which is often used in company strategic planning. Then , comprehensively analyze the result of overall evaluation on city competitiveness, and choose the right fundamental strategic pathway. According this we can make special urban strategic planning. At last it will be used in making LianYunGang urban strategic planning. LianYunGang should choose difference strategy and strength unique feature in order to promote its competitiveness.
