Abstract


The current standard agricultural water price in China is somewhat low, so the reform on agriculture water pricing is imperative. Regulating water price properly is an important measure of reducing water wasted, mitigating contradiction of water supply and demand, using water resources efficiently, allocating it rationally, and managing it uniformly. Farmers are the bearing party of agricultural water price. Reform in water price must calculate farmers’ bearing capacity. Analyzing it have great important in water pricing and maintaining rural development and stability.According to irrigation water’s character of public goods, this paper adopts many kinds of research techniques such as Participatory Rural Appraisal method, Contingent Valuation Method and so on. Taking the Wuan Irrigation District as a case study, this paper researched farmers’ bearing capacity on water price.Firstly, this paper clarified the method of water pricing, the multifunctionality of irrigation, and irrigation water’s character of public goods. On the basis of introducing the method of Participatory Rural Appraisal and Contingent Valuation simply, this paper put forward Participatory Rural-Contingent Valuation method to estimate the Public Goods.Secondly, this paper analyzed the existing problems in Wuan irrigated district currently and accounted the water cost price of water supply engineer in the Tenth Branch Canal. Then on the basis of analyzing the formations of different questionnaires, the diversity and suitability of data processing methods, and the deviation may appear, questionnaires were, designed properly to investigating the revenue and expenditure structure .of farmers in the irrigation district, respondents’ characteristic was also analyzed.Thirdly, according to the questionnaire, this paper analyzed farmers’ major source of income, per capita net income, the input and output of agriculture production, and on the percentage of water expenses to agriculture production cost, value, and net income.
