English, as a tool for discipline, it is more and more people agree more concern. Especially in high school, as one of the three main subjects, the schools, teachers and students have it attached great importance to. Some students really want to learn English well, but for various reasons, the result is far from satisfactory, they called the Students with Learning Disabilities. The presence of learning difficulties students is a common phenomenon, the solution to this problem, both for the students' personal development, the development of the school, or the development of the country, are of great significance. The first part of this paper describes the background to the study, study and research purposes. The second part, the theoretical basis of the learning difficulties students from the start on the definition and classification of students with learning difficulties, research status, analyze the cause of the learning difficulties in production. One of the main reasons is unable to effectively use learning strategies, therefore, the proper use of learning strategies, is the first and fundamental measures. Then start from the definition of learning strategies, analyze the reasons for poor students lack motivation strategy - teaching high school English, and gives the theoretical basis of this article.
