Abstract


This article describes the origins and purpose of the VTS , its scope of business and related rules were introduced in detail . Of the VTS the competent authorities for the state administrative organs exercise management responsibilities on behalf of the State , through international and domestic the VTS operation management of the status quo and responsible way , and therefore assume administrative responsibility perspective on matters within its response to its management responsibilities . VTS duties to provide information consulting class service and mandatory command the VTS authority of these two parts and assume responsibility limits are different. Due to the complexity of the situation of maritime navigation , the paper has not discussed the limits of responsibility . This specification VTS operation to protect the ship and the interests of third parties , is very necessary. This is also in line with the basic principles of legal fairness, justice . Can solve the current due to the VTS operator error caused the accident , VTS does not assume responsibility or can not actually responsible , so that the ship and third-party interests can not be guaranteed . Wants the state to pass legislation as soon as possible to fill the legal void . For our the VTS normal reasonable run , for the management of both rights and responsibilities of the delimitation . So that the VTS in the actual operation with international standards, and better play the VTS management functions .
