Abstract


This article is in order to explain how to apply the theory of good governance to melts the social interior risk under the background of the transformation of our government’s public governing pattern. The governance is suitable of complex, multiple and the dynamic fast reforming society. The ideal boundary of the governance is "good governance", what is the public management process of maximized realization of public interest through the effective governance. "Good governance" contains six characteristics: Validity, transparency, responsibility, government by law, responsiveness, effectively. In order to realize "good governance", the government must reform and consummate the existing public government structure. The essential target of our country’s public government structure reform includes: (1) The main government body will become the collective cooperation of the government, the enterprise and the social organization instead of the sole government in the past; (2) The government standard will become the law, moral and social and citizen’s independent contract instead of the pure country law and coexists in the past; (3) The government procedure will become paying attention to the fair, the democracy and the efficiency instead of merely considering the efficiency; (4) The government method will become the voluntarily cooperation government by law, truth government and social citizen’s instead of the pure emphasis government by law in the past; (5) The government direction will become mutually communication from all directions instead of sole from the top downward in the past. These goals are same as "Good governance". In this changeable international domestic society, all perfect public government structure must establish the social risk emergency management mechanism, thus makes the harm degree of the social interior risk to be lowest. During the process of our country’s establishment and consummation of socialist market economy system, there are the reforming of the new and the old system, and the adjustment of different kinds of benefit relations, and different kinds of social contradictory disputes increase day by day. The essence is the manifestation of different social risks. In order to process these social interior risks, and to provide a stable, harmonious social environment for the reform of the country and the economic development, the government must establish the related social risk prevention, emergency and the mediation organization, and must mobilize and coordinate the social resources, and must enhance the capability of the social risk early warning and the quick reaction.
