Abstract


Of inland maritime management system, despite the many reforms are still showing a lot of deficiencies. Configuration from a functional perspective, the current unified maritime management system suited to the rule of law , management, the main responsibility for clear, contemporary maritime economic development and administrative needs. From an organizational system perspective, the current management system exists maritime agency duplication, overlapping functions , policies from different departments , sectors compete for profit and other issues. From the operation mechanism perspective, the current maritime management requirements are not uniform, to some extent, undermine the fairness of the market ; manage multi-level , leading to inefficient management ; management stereotype , does not meet the needs of the shipping diversified economic development ; institutional integration of internal resources is not enough , which restricts the overall performance of the play maritime ; backward management , information technology development suited to the situation . Most countries in the international maritime administration adopted a centralized management model, that the appropriate exercise of maritime administration centralized management of water safety , environmental protection and resource development as well as protection of water rights . International practice in most countries to China's Maritime Safety Administration has brought the water management authority authorized an agency focused exercise , building integrated water safety management business platform enlightenment. In the above solution under the guidance of ideas , the author proposes the following measures and the path of reform recommendations: establish a unified security management exercise of the right to water maritime agency ; inspection of the ship , crew training functions from the maritime authorities stripped completely socialized ; functions of the system and the establishment of matrix system combines internal organizational structure ; use of modern technology, changes in maritime management ; fully consider the relative demand, optimize internal workflow settings .
