Abstract


The real-name registration system, especially the one applied to telecom numbers, has become a hot topic in the society nowadays. However, the study about such topic has not become a focus and been deepened in the academic world. The issue concerning the real-name registration system of telecom numbers is one of the issues that are most tightly associated with the fundamental civil rights and personal freedom of the citizens, and it’s also a significant matter about the privacy of the citizens. Besides, with the gradual enhancement of the awareness of citizens’ rights and the social advancement, various problems and negative effects on the safety of personal information have emerged in the implementation of such system. Consequently, a though and practical study about such system of telecom numbers has become a necessity. On the basis of the analysis of the concept of such system, the present thesis bring forward the value orientation in the system of administrative management and make some proposals on the legislation of such system after the analysis of the implementation of such system. Citizens’ personal data and telecommunication safety should be strictly protected by the real-name registration system of telecom numbers while the system maintains the telecommunication orders. As a result, a law about the protection of personal data should be made before the implementation of the system. During the law-making of the system, the legislature should make a clear definition of the rights and duties of all the parties involved in the system.
