Abstract


Sports reform is the main problem of the reform of China's sports, sports socialization is the key to the reform of the Present Sports. In recent years, as an important achievement of the sports socialization, sports associations in China has been booming development. However, because our country is in a period of social transformation, social sports management system is not perfect, combined with the modern sense of the sports associations in China started late, sports associations of management experience deficiencies. Healthy and orderly development of solutions to these problems and sports groups in China, will depend on the improvement of the Chinese Sports Community management of the construction of the rule of law. But found through the literature search: domestic scholars mainly focused on the discussion of the concept of sports associations, the organization and classification of sports associations, sports associations, economic factors, the interactive sports associations and the government, as well as sports associations involved in legal disputes. Theoretical research on the rule of law of the sports associations in China, however, is still relatively fragmented, lack of a comprehensive study of the overall system the Sports Community legal system is not perfect; sports associations in the legislative, judicial and oversight could be improved, these problems are to a large extent, restricted the sustainable development of China's sports associations. To this end, the use of literature in the possession of the large number of documents and research on the basis of the questionnaire, expert interview, mathematical statistics method of Chinese Sports Community Legal Administration building, mainly on the the following conclusions: 1. Chinese sports associations manage the construction of the rule of law can integrate different interests in society, the will and aspirations of the Chinese sports associations to meet the needs of the modern market economy, the rule of law, health, healthy operation, to meet the requirements of Harmonious Society Sports. 2. The development of Chinese sports associations in our experience, consumer silence, the evolution of revival, the growing number of sports associations in China continues to accelerate the process of socialization of the sports associations, sports associations management gradually standardized and the rule of law. 3. Not sound management system of China's sports associations, sports associations regulatory system is not perfect, sports administrative supervision mechanism runs sluggish, low theoretical level of the management of the sports associations, sports associations legal environment is not ideal, these problems adequately reflect the the urgency and importance of the construction of the rule of law in the management of sports associations. 4. The shackles of traditional management and obsolete values, which restricts the choice of the people of the of sports associations management process of the rule of law in China legitimate interests at this stage of the political and economic systems, social science and technology development, the degree of perfection of the laws and regulations as well as the people's cultural level of knowledge, important impact on the rule of law on the management of Chinese Sports Community. That the rule of law in the management of the construction of the sports groups in China is a long way to go. 5. Of legislation on management of sports associations in China should improve the legislative level, the development of convergence with the Constitution sports Societies Act; establishing the implementing rules and separate regulations dovetail with the sports associations law; establish work rules and system of sports associations and sports associations and regulations dovetail . The proposed introduction of Sports Societies Act, regulation system in order to improve the management of sports groups in China. 6. Sports groups in China, the judiciary, should be established for the sports associations judicial relief mechanism to standardize the procedures for the exercise of punishment sports associations, in order to enhance the fairness of the judicial intervention of the sports community disputes and arbitration. 7. The supervision of the management of sports groups in China, should conform to the trend of the market-oriented, market-oriented means to build the system of supervision of the sports associations, to highlight and strengthen social supervision of the sports associations, sports associations institutionalization of social supervision.
