Abstract


Rural social pension insurance is an important part of China 's social security system , it is related to the quality of life now or in the future , 75% of the total population of farmers . Farmers is China's largest social strata and interest groups , the greatest protection groups . Properly resolve the livelihood security of the rural elderly , has become a major issue for all levels of government to solve a direct impact on the continued development of the economy and the building of a harmonious society . Therefore to analyze the socio-economic conditions of Gansu rural reality based on the problem , and the successful experience of foreign propose corresponding countermeasures to promote the stable development of rural social and economic , with the theoretical and practical significance . The thesis is divided into six parts : Part I , Introduction . First proposed family pension challenges from the increasingly serious problem of aging in rural areas in Gansu Province and the importance of perfecting the of Gansu rural social endowment insurance , the clear purpose of writing . Then made ??a brief introduction to research methods of this paper . The second part , the theoretical system of old-age insurance in rural areas . Brief introduction to the dynamic of rural endowment insurance , including the mechanism mode of universal welfare policy and the reform of the social security system , social security , pension insurance elderly welfare theory . Briefly introduce domestic pension system Theory Research . Mainly include the mechanism mode of universal welfare policy and the reform of the social security system , social security , pension insurance elderly welfare theory . The third part , Gansu rural endowment insurance status quo. First introduced the connotation of the old-age insurance , and then describes the different stages of the development of rural endowment insurance in Gansu , Gansu urban and rural social security gaps . The fourth part , the problems of Gansu rural pension insurance . First, a brief introduction of the main problems of Gansu rural endowment insurance , and thus largely confined to the rural old-age insurance system in Gansu . The fifth part , countermeasures and suggestions . First expounded the principle to be followed by the establishment of rural endowment insurance system in Gansu Province . Secondly , for Gansu 's rural old-age insurance mechanism and related policies and measures . Part VI , Conclusion .
