Abstract


From the perspective of political modernization , the grassroots political power is a cornerstone of the state power . In September 1939 , Nanjing National Government publicly promulgated the \County government reform as the National Government has been trying to carry out the master of the system , the new county system is undoubtedly the major initiatives of the grassroots political power of modern social transformation period , the exploration and practice of grassroots political power and local self-government of the grassroots regime the Modernization transition produce some positive impact . And clarify the administrative level , to replenish the grass-roots mobilization of social resources and extractive capacity , support the War of Resistance Against Japan achieved a certain effect . However , limited by the lack of National Government itself, the nature of the regimes , the drawbacks of the new county system of institutional funding , personnel , bad air of grassroots political reasons , finally unable to obtain satisfactory results . Jiangxi new county system for the study, to examine its implementation and effectiveness , problems and shortcomings in the implementation , demonstration of the new county making a major move in the construction of modern Chinese regime in the role and influence of the grassroots political power and social management , the basic reason for its failure to obtain satisfactory results and historical revelation .
