Abstract

Objective:This study was aimed to review the theory and methods of performance assessment to establish the performance assessment indicator system of immunization subproject in Health VII project of Hubei Province. This system can be used to evaluate the progress and the goals of this project. Also we can use this system to assess the social and economic benefits of this project.On the basis, this study explore the comprehensive evaluation methods to improve the scientific and standardized of the immunization program. And it will give some suggestions to the project.This study has important practical significance for the sustainable development of immunization program.And it also will provide the basis for the theory and method of immunization program.Methods:This study combined qualitative and quantitative research methods, including literature method, brain storming, experts consultation, subjective weighting and so on.1. LiteratureIn this study, reviewing and summarizing the research results and prctices in project performance appraisal by literature data analysis. Especially, sorting out and analyzing the feasibility report and plan of Health VII project of Hubei Province.2. Brain storming This study invited the experts of Health VII project to discuss the alternative indicators which were got by literature.And adjusting the indicators by the opinions of these experts. Finally, it was formed the initial performance appraisal system of Health VII immunization project.It was including three first-class indicators, eight second-class indicators, thirty-one third-class indicators and seventy-nine fouth-class indicators.3. Experts consultationThis study selected thirteen experts, including the heads of health administrative department who were familiar with Health VII immunization project, leaders of disease control department and statistical experts. By brain storming method, it was ultimatly formed the initial performance appraisal system of Health VII immunization project.It was including three first-class indicators, eight second-class indicators, thirty-one third-class indicators and seventy-nine fouth-class indicators.At the same time, using experts consultation which was one of the subjective weighting method, this study confirmed the weight of these indicators through two-roundconsultation.4. Statistical methodsThis study tested the reliability and validity of these indicators by statistical analysis. It used Cronbaeh’s alpha coefficient to analyze the reliability of these indicators and expert evaluation to confirm the indicators’s validity.Results:By analyzing the methods and theory about health care performance systematicly and at the basis of the experts consultation, the results of this study are as follows: (1) proposing the theoretical framework from projecting, operating and implementing of the project.(2) Formulating the performance appraisal system of Health VII immunization project, including three first-class indicators, eight second-class indicators, thirty-one third-class indicators and seventy-nine fouth-class indicators.And confirming the weight of these indicators. Conclusions:1. The establishment of the performance appraisal system of Health VII immunization project completed the content of post-project evaluation.2. The indicators from the performance appraisal system of Health VII immunization project are highly systemic and widely promotion.3. The design of the performance appraisal system of Health VII immunization project is built scientifically.4. The construction of the the performance appraisal system of Health VII immunization project meets the reality need of immunization project performance appraisal in China.Suggestion: Perfecting and correcting the system of these indicators in practical. Adjusting these indicators scientifically and objectively.
