Abstract


The party and government attach great importance to the health care problems of the farmers. Rural cooperative medical system used as a rural medical care system to meet the basic medical needs of the farmers, relieve the peasants medical burden aspects play an important role. But with the changing times and social development of rural cooperative medical care gradually toward decline, farmers became almost do not have any medical insurance groups. Into the 21st century, the voice of the farmers' demand for medical coverage is getting higher and higher, the country launched a new type of rural cooperative medical care system, and new exploration. The implementation of the new rural cooperative medical care system is a major initiative in the process of China's new rural construction. But we must recognize that the establishment of a new type of rural cooperative medical care system is a complex system engineering, the policy covers a wide range, constraints, will encounter many difficulties and problems in the specific work. In order to further establish and improve the new rural cooperative medical care system, and study how to solve the problems encountered in the implementation of the new rural cooperative medical care, and promote the healthy development of the new type of rural cooperative medical care, it is very necessary. Start from the development process of a review of China's rural cooperative medical care reveals the background of the new type of rural cooperative medical care, describe the new type of rural cooperative medical care pilot program in the past few years, the achievements and some of the problems in the pilot process. Meanwhile, the analysis of the strengths and weaknesses exist in the development of commercial health insurance line, analysis of the advantages of the commercial health insurance just can make up for the disadvantages of the new rural cooperative. Commercial insurance companies actively participate in the new rural cooperative medical care, have obtained a lot of valuable experience. Commercial health insurance bears an important role to supplement the basic medical insurance, the comprehensive supplement the basic medical insurance coverage and extent, commercial health insurance but there are still many issues involved in the process of the new rural cooperative. Finally, this paper analyzes the commercial health insurance to participate in the space of the new rural cooperative medical reality needs both policy space, then presents a positive change as soon as possible the commercial health risks involved in the new rural cooperative system structure, the establishment of the medical model of management style, fight more policy support, commercial insurance companies to establish a professional risk management and control system and rich product system to meet the needs of different groups of business converge mechanism, in order to make the commercial health insurance to achieve convergence with the new rural cooperative business.
