Abstract


After BeiSong (北宋) had established, facing a variety of pattern of national regime in the northwest region, the government carried out effective administration according to the development of complicated, changeful nation-relationship and nation-problem at the time in order to get rid of the menace from Liao and Xia.It can be seen that BeiSong ruler took the northwest border area into account highly from the essential policy of administrating the region. On the basis of inherited the experiences that had been taken by the ruler of previous feudal dynasties in China, BeiSong government come into been a set of effective policy towards nationalities in border area gradually, and the ruler developed the former mentioned policies according to the current specific , objective position and need. As a result, BeiSong government took different policies in guide of the thinking of "by the way of moderate policy to rein the national minorities, through the native administrating the area": they put into practice the policy of giving some respectable glory in political and make the national minorities affiliated the center regime in order to keep the northwest area stable; in economy, BeiSong government took advantage of the dependent which the national minorities toward to ZhongYuan agricultural economy, regarding the economy as a bridge and regarding the commerce as a method to enhance the connection towards the minorities, in order to the aim "by the way of moderate policy to rein the national minorities" , in strategy, they bring into practice moderate and strong policies so as to finish "combining the minorities to XiXia, through the native administrating the area"; in addition, the government also took corresponding action in culture taking advantage of the conception which the national minorities admire Zhong Yuan-land culture. In a word, BeiSong government put it that how to cope with the relationship of ambient minority nation (or nation regime) in strategy situation from begin to end in administrating the region, and the government according to the change of the position, took different from the policies of Han , Tang Dynasties in different period and different stage, and they had a final goal, that was "by the way of moderate policy to rein the national minorities, through the native administrating the area". At the same time, we must point out that, BeiSong government also took "the policy of administration in border area according to the custom", and emerged a lot of famous political, thinker and strategist, such as CaoWei, HanQi, Fan Zhongyan, Wang Anshi, WangShao, they also had done much not negligible contribution.
