With the deepening of reform and opening up, the constant improvement of the social distribution system, the construction of the civil service pay system closed from a micro-economic level, to rise to the level of a macro, social, political issues. Establish a scientific and reasonable salary system for civil servants, has been a hot issue of concern to our community. Currently, the low overall income levels of the civil service, regions, sectors growing gap between this case if long-term will bring a lot of drawbacks. Therefore, the Chinese government attaches great importance to the solution of the issue of civil service pay, contemporary political science, economics, management scholars also increased attention to the study of the civil service pay system. A standard, reasonable civil service pay system, is a necessary condition to ensure clean, efficient and stable civil service, but also conducive to the Chinese government administrative behavior and optimization of the national economy. The salaries of civil servants in a status quo at the moment? There what? What is the reason for the problem? With the civil service pay system in developed countries there are any gaps and what kind of revelation, how to improve China's civil service pay system, establish a scientific , transparency and standardization of the security system of the rule of law? These are future civil service pay reform must be a clear answer. This paper tries to review the historical changes of the wage system, and analyze the status of the civil service pay system based on a more comprehensive and objective evaluation of the System, the external environment facing challenges based on our personnel system reform and reform needs, combined with modern theory of compensation management and compensation management practices abroad, try to put forward a number of proposals for reform of the exploratory, civil servants and initiative to fully mobilize and play a good incentive system to better manage, provide a good service to society. The paper is divided into seven parts. The first part describes the evolution and current situation of the development of China's civil service pay system, analysis of the various stages of the effectiveness of the reform of the civil service pay system, and the problems and causes, and lessons learned; analysis of the second part of the status quo of China's civil service pay distribution system a brief overview of a few of the characteristics of China's civil service pay system, compared with several other countries pay levels; outstanding problems of the third part of the main analysis of existing civil service pay system; fourth part of the reason for the problems of the civil service pay system in China analysis; fifth part of the Western countries on the civil service pay system to compare the analysis of the international experience of the management of the civil service pay in China from the principle of distribution of the pay system, income, and welfare system; Part VI is targeted from China the problems of the civil service pay system to proceed, proposed a series of alternative coping strategies. Update starting from the basic concept of the basic principles of clear China's civil service pay system, the introduction of total compensation theory, proposed the establishment of a civil service pay standard balanced comparison mechanism, adjust and optimize the configuration of the wage structure. Finally, in an improved civil service pay system, the corresponding supporting institutional measures put forward a series of concrete proposals of the civil service examination system and the welfare system. Part VII describes the construction of China's civil service pay system is a complex system engineering, must be balanced with administrative reform and civil service reform, the linkage operation, so as to give full play to the civil service pay system of incentives, to attract a large number of talents into the administrative system, and ultimately to the elite of the civil service and government administrative efficiency and improve. The research method: literature, qualitative analysis, induction and Comparative Law. Literature research method is the most basic method.
