Abstract


The state organs construction in our country has extremely promoted the development of modernization with the unremitting efforts of the first three generations of CPC’S Leader Group. In the basic of learning the ideological essence of the state organs construction from the first three generations of leader group, the general secretary Hu Jintao of CPC’s Leader Group will be pragmatic and keep the pace with the times, and constantly improve the state organ’s theoretical system in the aspects of the state organs’s governing philosophy, governing basis, governing strategy, governing mechanism, governing style, governing resources and governing environment. The current state organs construction has formed its own distinct characteristics, and in the aspects of governing philosophy, functions of the position, personnel allocation, organ point and operating mechanism, it has formed a relatively mature long-term mechanism as well.The general secretary Hu Jintao of CPC’s Leader Group’s ideology on the state organs construction is the collective wisdom which is being improved gradually in the basic of the Party’s deepening understanding of the Party’s governing law, the law of socialist construction, and the law of the development of human society. The current state organs construction meets the needs of market economy of the socialism with the Chinese characteristics. And under the guidance of the scientific outlook on development, the goals of the comprehensive construction of a well-off society and the socialist harmonious society will be realized steadily.In the paper, here is the deep analysis of theoretical origin and background of the state organs construction which is highly concerned by the general secretary Hu Jintao of CPC’S Leader Group, and in the following 4 terms of the requirement of the times, The inevitable theory, the practice calling and subjective consciousness, the paper reveals the reasons of the high concerns for the state organs construction. In the following part of the paper, there is the description of the state organs construction in different three periods of the initial establishment period of Socialist market economy with Chinese characteristics, the Period of implementing the scientific outlook on development, and the establishment period of service-oriented government. And then there is the summary of ideological content of the state organs construction, including the following 5 parts: the State Organs’governing philosophy, functions of the position, the trend of organs construction, staffing composition, and operating mechanism. In the last part of the paper, it is the revelation of the ideology of the general secretary Hu Jintao of CPC’S Leader Group’s state organs construction, and it provides reference for the state organs construction current and even future.
